AML Compliance Audit: Banque SBA Cyprus Fined €750,000 for Findings From 2023

At the end of September 2026, the Central Bank of Cyprus announced a €750,000 fine against Banque SBA Cyprus. The findings behind it come from an AML compliance audit, an inspection carried out in 2023: three years earlier. The public notice cites the law and the directive that were breached. It does not say which requirements failed. This article won't guess.

What we know

  • The amount: €750,000.
  • The origin: an inspection by the Central Bank carried out in 2023.
  • The basis: failure to comply with provisions of Cyprus's anti-money-laundering law and of the Central Bank's AML directive.
  • What we don't
  • Which controls failed.
  • Which period the breaches cover.
  • What the bank has changed since. We have not seen a public response in the sources reviewed.

The clock

The gap between inspection and penalty is the story. Enforcement clocks run in years, and the other cases of this autumn show the same shape:

  • Banque SBA: inspection in 2023, fine in 2026.
  • Modulr Finance: monitoring failings between January 2023 and July 2024 (per FinTelegram), fine in October 2026.
  • Julius Baer: private-debt lending that began in September 2019, enforcement proceeding closed in September 2026.
  • Euro Exchange Securities UK: supervisory engagement from 2020, an investigation covering February 2020 to June 2026.

Evidence has to outlive the staff, the systems and the rule versions that produced it.

What audit-ready actually means

Not a binder. It means being able to reconstruct, for a past period, what was monitored, which rules and thresholds were live, which alerts fired, and who decided what and why, under the standards that applied at the time.

Three questions for your own file
Can you show which rule versions and thresholds were live in any given quarter?
Can you retrieve an alert decision from 2023 as easily as one from last week?
If an inspector arrived tomorrow, would you already know your own gaps?

Where Finchecker fits

Finchecker is built around reason codes, documented decisions and versioned rules in one audit trail, so a question about 2023 can still be answered in 2026.
Build the evidence trail before the inspection, not after. Talk to Finchecker about audit-ready AML compliance for banks.
